As far as I'm concerned, I think if you want to hold such a regional<br>
open source developers conference, you local communities or your own<br>
people should do more basic work (website/mailinglist/...), maybe half<br>
or more than half of total effort, after that, you can call volunteers<br>
to participate in the remaining work,<br>
