[Slugnet] C / linux file locking question

If you are coding in C and wish to lock a file, using fcntl(), why would you 
set the off_t  / loff_t to 2^63-1 as the starting offset of a locked region?

Seems this is a fairly common practice? can anyone familiar with it enlighten?
