He has built a bunch of small linux boxes using Intel atom.
You can also consider the VIA C7's.  very low power and compact.

either build one from scratch with atom based mobo or
you can try netgear readynas, which is based on debian and it runs on sparc about 800 bucks with 1TB running on raid 1
